Today we’ll see how to animate the wind force. I’ll be using the 2.81 version of Blender. If you prefer to watch the video first, here it is:

Step 1 – Preparation
Delete the default cube. We’re not going to need it. Now add a UV sphere (A) and scale it : S 5.
Add a Subdivision Surface modifier and set the number of subdivisions to 3, for both Render and Viewport.
Step 2 – Add a Material
Apply the subdivision surface modifier. Add a material and set its Base Color to blue. Go to Rendered shading.
Step 3 – Add a Particle System for the Wind Force to Be Exerted On
Add a particle system. Set its type to Hair (A), Number to 5000 (B) and check the Hair Dynamics box (C).
Step 4 – Play the Animation
Go to front view (hit 1 on your numpad to do so) and play the animation. You can watch the hair fall down.
Step 5 – Add Wind
Now we want to add some wind. It should start blowing harder when the hair is already down, so around frame 50. Add a Force Field -> Wind.
Step 6 – Set the Wind Force
Move the Wind along the X-axis and rotate it : R Y -90. Go to frame 50 (A). Then, in the Physics tab (B), set Strength to 10 and insert a keyframe by pressing the right mouse button and selecting Insert Keyframe (C). The Strength value will be our wind force.
Step 7 – Insert Keyframes to Differentiate the Wind Force Values Over Time
We want the wind to change over time, which we can do by setting Strength to different values along the timeline. So, insert the following keyframes:

Step 8 – Play the Final Animation
Now you can play the animation. You will see how the wind changes.
